Public and Active Transport Strategy
A move toward a sustainable, efficient and inclusive transport network
1. Introduction
We are committed to fostering a sustainable, efficient, and accessible transportation network within our fast growing city.
Recognizing the importance of public and active transportation in achieving these goals, the Public and Active Transport Enhancement Policy is designed to significantly improve our public transport and active transport infrastructures.
This includes the development of bus services and active transport links, with a special focus on integrating new technologies such as electric buses and inductive charging, as well as ensuring the safety and convenience of all users through the construction of new bus shelters and protected bikeways.
2. Policy Statement
We are committed to enhancing public and active transportation through strategic investments in infrastructure, technology, and community engagement.
This policy focuses on improving connectivity, accessibility, and sustainability by improving our footpaths, incorporating electric buses, developing inductive charging infrastructure, establishing new bus shelters, and creating protected bikeways.
These efforts aim to reduce carbon emissions, promote healthy lifestyles, and make our city more accessible for everyone.
3. Objectives
- Improve Connectivity:
Enhance the connectivity of public transport services and active transport pathways to critical infrastructure and locations within the city. - Increase Accessibility and Inclusivity:
Ensure that public and active transport facilities cater to the needs of all demographics, including the elderly, children, and people with disabilities. - Sustainable Transport Solutions:
Encourage a modal shift towards more environmentally friendly and sustainable forms of transport. Accelerate the transition to low-emission public transport by incorporating plans for electric buses and supporting infrastructure. - Enhanced User Experience:
Improve the comfort, safety, and convenience of public transport users through the construction of modern, accessible bus shelters and the development of protected bikeways. - Innovative Infrastructure:
Explore and implement inductive charging technology within our road infrastructure to support electric public transport and private electric vehicles. Preparing our city to capitalize on State, Federal and commercial investment in the EV revoution. - Support Economic Growth:
Facilitate easier access to key commercial and employment centres, thereby supporting local businesses and economic development.
4. Scope
This policy covers the planning, funding, development, and maintenance of public and active transport services and infrastructure within the Ipswich City Council area.
It encompasses bus services, walking and cycling paths, and their integration with existing train services and infrastructure and includes plans for electric bus fleets, inductive charging infrastructure, new bus shelters, and protected bikeways within the Ipswich City Council area.
It includes collaborations with technology providers, infrastructure developers, and community stakeholders to ensure a comprehensive and inclusive approach.
5. Policy Actions
5.1. Development of Integrated Transport Hubs
- Objective:
Create integrated transport hubs at key train stations and major activity centres to facilitate seamless transfers between transport modes. - Action Points:
- Identify and develop integrated transport hubs based on current usage patterns and future growth areas.
- Ensure these hubs are equipped with adequate facilities for active transport users, including bike racks, lockers, and safe crossing points.
5.2. Expansion and Improvement of Bus Services
- Objective:
Enhance the coverage, frequency, and reliability of bus services to and from train stations, schools, and shopping centres. - Action Points:
- Conduct a comprehensive review of current bus routes and schedules to identify gaps in service and areas for improvement.
- Introduce new routes and increase frequencies, especially during peak times and for key destinations.
- Conduct feasibility studies on Ipswich City owned electric buses, inductive charging technology and potential locations.
5.3. Enhancement of Active Transport Infrastructure
- Objective:
Develop and improve walking and cycling paths to ensure safe, direct, and convenient access to train stations, schools, and shopping centres. - Action Points:
- Map current active transport routes and identify critical gaps and safety concerns.
- Invest in the construction and maintenance of paths, including lighting, signage, and pedestrian crossings.
- Develop and expand a network of protected bikeways connecting key destinations, ensuring a safe and enjoyable experience for cyclists.
5.4. Community Engagement and Education
- Objective:
Raise awareness and encourage the use of sustainable and active transportation options. - Action Points:
- Launch targeted campaigns to inform the public about new transport initiatives, benefits, and usage.
- Organize community events to promote active transport and provide information on electric public transport options.
5.5. Continuous Improvement and Innovation
- Objective:
Remain at the forefront of transport innovation and sustainability. - Action Points:
- Establish a review committee to assess the performance and user satisfaction of new transport initiatives.
- Explore emerging technologies and practices that can further enhance public and active transport services.
- Regularly update the policy and its action plans based on feedback, data analysis, and emerging best practices.
6. Implementation
The successful implementation of this policy requires coordinated efforts across multiple council departments, as well as collaboration with state transport authorities, local businesses, schools, and community organizations.
A dedicated task force will be established to oversee the implementation process, ensuring milestones are achieved, and adjustments are made as necessary.
This task force will also be responsible for identifying funding opportunities, including government grants and partnerships.
7. Funding and Resources
Funding strategies will include exploring federal and state grants focused on sustainable transport, and engaging with private sector partners for joint investment opportunities, and allocating city budget resources.
A detailed budget plan will be developed to prioritize initiatives based on impact and feasibility.
8. Monitoring and Evaluation
The effectiveness of the Public and Active Transport Enhancement Policy will be regularly evaluated through user surveys, transport usage data, and environmental impact assessments.
The Public and Active Transport Innovation Task Force will adjust strategies as needed to ensure the policy meets its objectives of improving sustainability, accessibility, and user satisfaction in Ipswich’s transport network.
